The Monetary Authority of Singapore (MAS) is the central bank and integrated financial regulator of Singapore. In the fintech and crypto world, MAS is recognized as one of the most sophisticated and forward-thinking regulatory bodies.

Unlike some jurisdictions that have banned crypto entirely or left it in legal limbo, MAS has established a clear, strict, but navigable licensing framework (under the Payment Services Act) for digital asset companies. MAS's approach focuses on two main pillars: promoting innovation and ensuring risk management.

They actively support blockchain trials, such as "Project Guardian," which explores the tokenization of real-world assets and DeFi protocols for institutional use. They view the technology as a key driver for the future of finance and want Singapore to be a global hub for Web3 development.

However, MAS is notably strict regarding retail speculation. They have implemented rules that ban crypto companies from advertising services to the general public in public spaces and have repeatedly warned retail investors about the risks of trading.

Their goal is to build an ecosystem for "value-adding" crypto use cases (like cross-border payments and tokenized bonds) while discouraging "gambling-like" behavior among the general population.
